We've been to Dubai multiple times, largely to visit close gay friends residing there. Before our first visit, we harbored serious concerns regarding safety given the strict anti-gay laws. Nevertheless, our experiences in Dubai have been positive, though we took precautions to avoid any public displays of affection.

Expressing one's homosexuality openly in Dubai carries considerable risk, affecting both locals and foreigners. For gay tourists, there is a low likelihood of encountering issues, provided one avoids public displays of affection with one's partner.
Past arrests of gay tourists in Dubai typically stemmed from public displays. For example, in 2008, a Lebanese/Bulgarian lesbian couple faced arrest for kissing on a public beach. Their punishment was one month in prison and subsequent deportation. Therefore, if discreet behavior is a priority, there is no reason to fear.
Recently, in March 2019, the Little Mix performance in Dubai under a large rainbow flag during one of their songs proceeded without incident.
